Can confirm for 15w33c.

It may be caused because of shields cannot be enchanted on enchantment table. I guess

I don't think so, because you can enchant any item using {ench:[{id,lvl}]} tag and it looks enchanted.

I enchanted a shield with Unbreaking 3 in a anvil, it isn't showing the glow.
