As title says, you can't add Mending enchant to a shield using an anvil in Survival mode, but when done in Creative, it works as expected.
This doesnt change no matter the shield used (has taken damage, has a pattern, etc.)

Oh, but i thought this was a bug❓ .
The fact that you can add this enchant to all items with durability but shields doesnt feel right.
