Chain Command Blocks don't function

I set the Chain Command to {give @p Minecraft:egg}.

I expected it to give me an egg
It did absolutely nothing

You sure placed the chain command block on it's own. It's only runs the command when it's powered and another command block pointing at it tries to run a command. That's why it's called chain.
