[MC-87247] Sword swing has no deleay when looking at a block in Creative mode

Swords cannot break blocks in creative mode, obviously. BUT, when attempting to break blocks in creative mode, the sword swings normally (without the delay). When swinging swords in creative mode and NOT looking at a block, the sword has the normal delay.

What exactly is the bug ? To have a delay in creative when not looking at a block or to have no delay when looking at a block ?

To have no delay when looking at the block, because all the weapons when used in creative have a delay.

Block breaking does not affect the attack cooldown.
