[MC-87800] Shield Banner Unbreakable Tag Removal

I gave myself an unbreakable shield using commands, it looked like this:
/give @p shield 1 0 {Unbreakable:1}
I then decided to combine a banner with it, and when I did, the Unbreakable Tag was removed!

When using a item in a crafting table it removes all nbt tags from the original items, this has always been this way

I used a software to edit the NBT tag in my inventory. After I add the "Unbreakable" tag then join the game, it not Unbreakable, and after that if I check the NBT, the tag has been removed. It removes it every time I join the world.
