[MC-87923] No ender draggon

Created end. No ender dragon or dragon portal. I explored whole island to insure it was not just an active chunk issue. Enderman do spawn.

Did you create the world in 15w36 or in any older 1.9 snapshot ?

I created the world on the first snapshot. I entered the end for the first time yesterday on 36b

15w31 to 15w33c broke the worlds. Was fixed in 15w33c
