[MC-88654] When enabling vsync, the fps is higher away from 60

When it active vsync, the fps is highist AWAY from 60 or 30!!!

Reproduce:
1.Press Esc
2.Click the Options, Video Settings
3.Toggle the vsync to ON
4.Click "Done"
5.Click "Back to Game"
6.Press F3 and check the fps
7.We was TOO HIGH fps on vsync

What is the refresh rate of your monitor? If it's something like 120 or 144Hz, then yes naturally your FPS will be higher than 60 with vsync enabled.

Hmm that's strange. Something is probably incorrectly detecting the refresh rate then.

Yes, this was higher fps. Also the window mode was higher fps.

Is this still an issue in the most recent versions (i.e. 1.10.2, or 16w42a) of Minecraft?
