zombies can't be provoked in creative mode

intended. they are supposed to leave people in creative alone

Why do Zombies not attack when provoked yet, Skeletons, Spiders, Enderman, and Creepers do?

When I smack a zombie in creative, he moves towards me as if to attack, but then the attack of course does no damage. So the behaviour seems consistent to me.
