Regular Stairs reconfigure when next to inverted stairs.

Regularly placed stairs will reconfigure to a corner stair when next to an inverted stair. Tested with wood and stone brick variants and both types of corner stairs can be caused.

Unsure if bug or feature, but it didn't do this before I updated.
