[MC-89167] enchant bug pick/block bug

if i try enchant something in 1.7 i need 30 xp levels in 1.8 i need 3 lapis and 3 leveles but in 1.8 30 levels and 3 lapis
btw pickblock dont work on costum playerheads like weshuiz13's head

This is working as intended. The enchanting system was revamped in 1.8 to how you described.

Also normal pick block doesn't work on play heads. You have to use CTRL+Pick Block.
