[MC-89261] Farmer Villagers can plant crops on rails.

I was moving a villager into a carrot farm on rail track when the farmer planted his crop on the rail and replaced the track.

Steps to Reproduce:
1. Put a farmer (with items in his inventory) in a cart on a rail

Minecraft version you are using 15w35e, please use the latest version 15w39b.

Good catch, resolving to MC-88206. Harris Smith, let us know if the issue still occurs on 15w39b on worlds generated in that version.
