[MC-8936] Extremly fast Skeleton shots

Skeleton's shot in Normal difficutly is excesive fast. With diamond armor enchanted with protection III all pieces, and full food, one skeleton, has killed me into 1 minute. Skeleton's bow is not enchanted.

How close are you standing to the skeleton?

I was 5 block of distance, and normal is not much difficult for me. In 1.4.6 i used to play in Hard, and rarely i dead.

And "hard" isn't supposed to be easy, which is why mobs were made stronger in the snapshots.
