Setting the worlspawn of a server via /setworldspawn inside a Guardian temple results in no Guardian spawns anymore.

I provided spawning space for other mobs and a zombie immediatly spawned AND the moment I changed the world spawn to another place far away, Guardians started spawning again.
Is this still an issue in 15w45a? If so, please explain the issue in detail and provide steps to reproduce it. Please also update the list of affected versions.
Sorry, it took me some (ok, a lot) of time. But on 15w50a, this bug is still present.
To reproduce, make a default world with seed -1147582804
go to -807,40,1646 (there should be an ocean monument there). I modified mine so that it is a guadrian farm. This farm works like a charm if the worldspawn is NOT in this area. So for example, worldspawn is 0,0,0, everything works. Now if I go to the center of the guardian temple, and set the world spawn (results in -807,40,1646 being set), I can run around etc but noi Guardians spawn. I have made sure that enough distance etc is kept. I can really see: worldspawn set in guardian temple results in: no guardian spawns - world spawn outside results in: spawns fine.
Is this still an issue in the most recent versions (currently that is 1.12.2, or the latest 1.13 development snapshot 18w07c) of Minecraft?
From the wiki: There must be no players and no player spawn points within a 24 block distance (spherical) of the spawning block. Can other mobs spawn there, when provided with spawning spaces?
