[MC-90061] Server spams "Player/Vehicle moving too quickly" to the log when players are using Elytra/Boats or flying at Spectator max. speed

When in spectator mode, in a server, when you scroll to increase your speed to a certain level, you'll tp back and a server message pops up:

PLAYER moved too quickly!

Steps to reproduce:

go to spectator mode
scroll all the way up to increase your flying speed
fly as fast as you can and see yourself get teleported back

~~Also appears to happen when sprint flying in creative~~ ~fixed

No "moved too quickly" but I still get the tp back. Happens with Elytra and scrolling up in Spectator mode, on a server.
Edit: Also console says player moved too quickly! with co-ords.
