[MC-91166] F3 + S no longer reloads sound

Before 15w43a/b , F3 + S used to reload sound. It was useful to solve sound problems, or when you couldn't hear anything for some reason.
Now it doesn't work anymore, and the command doesn't appear in the F3 + Q list.
Pls fix !

the f3+s option got removed, reloading the resourcepacks should be fine, I think

Actually, the F3+S option was merged with F3+T as of yesterday's snapshot.

F3+S actually did pretty much the same thing as F3+T, the only difference being that F3+S would also reload network-loaded resources (player skins, etc).
