[MC-91454] Spawn eggs don't work at Y: 256

You can't spawn mobs with spawn eggs at the coordinate height of Y: 256 and above.
You'll get a chat message that says "Height limit for building is 256 blocks" when trying to use a spawn egg.

@unknown: Hmm.. MC-11211 is about being unable to interact with blocks. Maybe you could edit that issue and mention spawn eggs?

No clue. MC-11211 is about right-clicking in general, will update description and title.
