Chunks not loading when riding in Minecarts

When playing on my lan server, I've noticed that no chunks load when I am riding in a minecart. It seems that whatever is loaded at the time I enter the cart(20 chunk limit at the moment) is all that I can see. This happens consistently, and if I change my chunk load limit it changes how far I can ride my carts before hitting an unloaded boundary. I have a rail line that currently spans some 25+ chunks.

I see no errors in the server logs about trouble keeping up or invalid movement or anything(no errors in logs period). Minecraft Server is also set with a 4GB max ram(is not hitting that limit).
