[MC-91713] Dispenser dropping Arrow instead of Shooting

As it is written in the Title, the Dispenser drops Arrows instead of shooting them out as usual, afaik only 15w44b, 15w44a is not affected.

Confirmed. It does shoot potion-tipped arrows.

i supposed to make an auto tipped arrow maker, then i encountered this bug

A workaround: /give @p minecraft:tipped_arrow 64 0 {Potion:minecraft:empty} will give tipped arrows that the game treats as normal for the purpose of shooting into lingering potions.
