Affects all very short effects (those that only last a single tick) - this most likely also includes saturation, see MC-19648.
How to reproduce
Prevent you from regenerating automatically, for example by using the following command:
/gamerule naturalRegeneration false
Use the following command twice
/summon Arrow ~ ~5 ~ {damage:0.5d,player:1b,Potion:"strong_healing"}
You will see that you only take 0.5 damage but don't get any health back
mojang nerfed all the time of all the arrows. Im ok with that... but I find out that the instant health/damage got nerfed as well. and healing 2 hearts turned to be 0 hearts :|
well... sorry if I sound rude but... 0 heart? lol its nothing! Im shooting my self with instant health arrows and get damaged more then healed. :|
mojang... I think you should nerf the instant arrows but not that much!!! :|

I have tried hitting myself with very low powered shots and with no armor a normal arrow does 0.5 hearts of damage. The same is true with healing tipped arrows and they do not heal you at all even with healing 2. The harming ones also do 0.5 hearts with harming 2. This means they make absolutely no difference at all or it's so small that it isn't displayed on the hearts. Either way it needs to be fixed so harming does a bit more damage and health should do less damage or maybe even heal more than they damage.

I have tested the instant health / damage arrows on myself, a villager and a zombie (undead - reverse effect).
They do the same amount of damage as normal arrows for both minimal-charged and fully-charged bow.
This also applies to the potent version of these arrows (healing II / harming II).
This appears to still be broken in 1.11.
I have tested this for a while with a healing arrow on a zombie.
I observed how the effect works when you dont charge the bow all the way, but it doesnt work when the bow is fully charged.
Can anyone else confirm/deny this?
