Snowmen take damage, even when floating in the air with the NoAI tag.

There is nothing effecting them; there aren't even any hostile mobs near for them to shoot.

Some biomes are too hot for the snowmen.

Generate a classic Superflat world (Plains biome) or find a cold or lush biome (Cold Taiga or Taiga, for example) or go to the End (End biome) and try summoning a snowman.

Should be fine.
