I enchanted my tools and armor with mending with the /enchant command and when I tried to repair my armor and tools using the mending enchantment it took my xp and didn't repair my tools and my armor.
[UPDATE]It works with bottle of enchanting but don't works with Command-summoned xp orbs

Did none of them get increased durability? Were they all repaired already? Can you record a video showing the issue?

You need to give it a value tag:
/entitydata @e[r=5] {Value:100s}(or summon it with the value tag in the first place).
Cannot reproduce, it works fine for me. Please provide the exact steps you took to experience this bug.
