Walk up End rods when they are placed on fences

What I expected to happen was...:
I would be blocked by the end rods and not be able to go on them

What actually happened was...:
I walked onto the fence's hitbox first, then up onto the fence

Steps to Reproduce:
1. Place (any type of) fence
2. Place end rod on top of fence
3. Place block next to fence
4. Walk on block and onto fence
5. Walk onto end rod

WAI. Fence hitbox is 1.5 block heigh. End rod and other blocks with 1 block height on fence give 2 block of height. You can walk half block up without jumping (from 1,5 to 2,0).

I understand you did not expect this behavior, however it is actually consistent with the physics in minecraft. It is behaving as it is supposed to, even if that isn't how you expected.
