This issue relates to MC-94831
This issue is still present as of 20w20b. While shulkers attempt to teleport away if they would open into another shulker, they will still open if they cannot leave the block due to a lack of valid teleportation locations nearby. Expected behavior would be that they would be unable to open if not able to teleport.
