Argument "team" do not work with "!" for other players

I opened a local server and my friend join it.
(or a normal server)
He is not in the team "test" but when i
use a commandblock with "/tp @p[team=!test] 2862 4 557" nothing happens

What I expected to happen was...:
the second player must tp away.

What actually happened was...:
nothing

Steps to Reproduce:

1 create new world and start local server
2 create team "test"
3 commandblock :"/tp @p[team=!test] 2862 4 557"
4 add myself to team "test"
5 activate commandblock -> nothing happens
6 a second player join world (not in team "test" ! )
7 activate commadnblock -> nothing happens

8 add Player two to team "test"
9 activate commadnblock -> player two tp away
