Water texture not showing under ice blocks

I placed down some ice and expected the water texture to be normal.

There was no water texture, it looked like as if there wasn't any water at all.

1. Find a body of water.
2. Place down an ice block ONE block above the surface of the water. (NOT IN IT!! ABOVE IT!!!)
3. Look at the water (it is kinda hard to see) and you will see the glitch.
