Comparators bug again

Comparators on mode 1 don't have the same delay as the repeaters although the comparators on mode 2 have.

Comparators on subtraction mode are the same speed as 1-tick repeaters, comparators not on subrtaction mode are about twice as fast.

Can no longer reproduce in 13w09c. All comparators have a one-tick delay.
