In the latest snapshot I fired a spectral arrow in creative. I then tried to fire another, however when I shot the first arrow it took it from my inventory even though I was in creative.

I have found that in the latest snapshot 15w51b when you shot a spectral arrow in creative the arrow is still taken from your inventory.
