Mobs don't disappear on Peaceful when in vines or ladders

When a mob is in the same block as vines or a ladder, changing it to peaceful will not make the mob disappear. Instead, the mob will be inactive and will just act like a dummy. It can still take damage, it just doesn't move or act when the player is near.
