Command Block Minecarts not up to date with normal Command Blocks

It is a bug. You can not change settings on there like you can a normal command block. Isn't a command block mine cart supposed to be a complete command block on wheels?

The command block minecart has always behaved like the current repeating command block, chain would be useless, since you can't chain it up.
This is not a bug as it isn't programmed in the game, again, go to the reddit.

Not working as intended.
