[MC-95089] Rain weather/thunder weather does not load when activated via commands

When I activated rain/thunder and simple rain via weather commands no change was made. No rain particles. No lightning. Nothing changed.

What biome are you in? (desert, end, void, something else with no rain?)

Particles set to "all" ?
