special arrows depleting in creative

When i shoot spectral arrows or potion arrows whilst in creative, the are depleted from my inventory.

What I expected to happen was...:
An effect similar to infinity when in creative.

What actually happened was...:
the arrows depleted as if in survival

Steps to Reproduce:
1. Enter creative mode
2. Obtain a bow and any arrow besides the normal one..
3.Fire the bow. the arrows will deplete, despite being in creative.
