Infinity enchantment doesn't apply to effect arrows

Today I want to report this bug that I found in the last snapshot of Minecraft, the 16w02a.
I believe, and hope, that's a bug because only happens with new arrows added for the 1.9 version.
The bug occurs in bows with the Infinity enchantment.
With normal arrow everything runs smoothly, the problem comes when I shot an "effect arrow" because the enchantment doesn't work on these arrows.
