There seems to be no Ocean Monuments spawning in my world when playing on the latest Minecraft Snapshot version. I have left pictures of my location in game, and where the tool says that the Ocean Monument is located.

Cannot confirm for 16w05b
The tool says for example for the seed 794231901653248079 an ocean monument is at -730 ~ -220 and this is correct
Unless you can prove it spawns there in previous versions, this will be resolved as invalid as third party programs aren't supported and can easily contain mistakes
