No sound effect plays when tool breaks

I noticed that my tools don't make a breaking sound sometimes when I was in 16w06a. Now I am in 1.9pre1 and My pick made a breaking sound but my sword ddin't. I didn't break enough tools to really help though but like I said I did notice this.
