[MC-97903] "Water Brakes" appear not to work the same, if at all.

So my mine entrances usually consist of a drop, and then a block of water held up by a sign, with 4 more air blocks underneath.

What I expect: Fall through the water and land safely underneath.
What is happening: Splat.

Confirmed. In my testing of pre-release 2, I have taken fall damage from a high fall when passing through only one block of water. It's rare, though.
