This affects when you're not on the command chunk. Usually I want the command blocks start affecting even if you're far away. I started to notice this when something wasn't working at all.

Well, I did. First I tried like very far away from the spawn chunk. This should work just like 1.8. When I tried on this version, i placed the command blocks on z -1990 and it stops responding for some reasons. So, I want the command blocks not to be seen and working fine.
Set the world spawn at 0 0, and then place the command block there, does it then still not work? Because for me it works fine. If it doesn't work, please attach the command
That works when I put it at that point (of course the player will always spawn there) but it doesn't work in this position z -1990 (or any position that are very far). I know i've already said that, but i need that to work.
are you sure you set your world spawn there? else it won't work, and that's intended as non spawn chunks unload
So, any tips where players won't see the command? like the position being 1000?
I can also show you a picture where the player will spawn and where the command block position where i want it to be set
place the command block(s) underground, and make a spawn platfor to teleport them away, simple as that
