Sometimes, all of the skins are steve. (all versions)

Look at help.mojang.com, the Minecraft Skin Service is down.

But, this happened always!
i never saw skins, only steve

Well if it don't show up and the service is up, try reloging to your Minecraft until your skin shows.

The skins from ALL users are Steve!!!!!!!!!!!!!!!!!!!!!!!

This isn't a bug. This is an issue with the Minecraft skin service. Downtime there is noted and taken care of by Mojang.
