Could not reproduce in adventure mode; whether or not I'm OP'd I am unable to change a spawner in adventure mode. See also MC-61800, which this is essentially a duplicate of.

Resolving as duplicate, the reporter is most likely only testing in survival

Because since 1.8 non opped adventure mode players can't do this anymore

I confirmed this bug when I used CanPlaceOn item in adventure mode.

That is an extremely important piece of information you should have stated from the start. However, that's the purpose of CanPlaceOn. If you don't want players changing the contents of a spawner while they're in adventure mode, don't give them a spawn egg that can be used on a spawner.

survival is most likely intended, as there is no limiting the use item in survival at all
