[MC-98284] Fishing rod bug

What I expected to happen was...:
Should of been able to fish with my off hand

What actually happened was...:
fishing rod bugs out and 'hits players' cannot catch fish

Steps to Reproduce:
1. put fishing rod in off hand (default left hand)
2. right click
3.

I tried this out "Default Left Hand". The default hand is righthanded.

Anyways I tried it out on the right hand and it works perfectly fine.
But when you try it on the Left Hand instead of throwing it kind of just does a quick animation damaging entities

yeah and it does'nt seem to actually work for fishing.

Further info; looking in f5 mode, your trying to fire it with your default hand, despite the item being in your off hand.
