I had previously tried to kill the Ender Dragon in 1.8.x and failed to do so.
I tried again in 1.9 and found that the Ender Dragon is not moving, is stuck in the ground and is invulnerable to all damage. Sword, arrows and splash potions of Harming do not damage it.

I ran the /entitydata command with a dummy value {LeftHanded:0b} to see what was going on. I found these fields in the data dump that look like they could be the problem.

I experimented by creating a copy of the world, deleting the DIM1 directory and copying the DIM1 directory with the bugged dragon into this world save.
Experiment 1: /entitydata @e[type=EnderDragon] {DragonPhase:0} did not fix it.
Experiment 2: /entitydata @e[type=EnderDragon] {DragonPhase:0,NoAI:0} did not fix it.
Experiment 3: /entitydata @e[type=EnderDragon] {DragonPhase:0,NoAI:0,Motion:[0:-1.0d,1:-0.25d,2:-0.25d]} moved the dragon, but it then hovered again in the air without moving (but could be damaged in the body with arrows but not in the head). Killing the dragon did not create the end portal.
Attempted Joseph's fix with no result. I'm not savvy enough to know what data will help, let me know anything I can provide to help diagnose a fix. Crafted a 'perfect' set of armor and walked into this...
EDIT: Solved this by deleting the DIM1 (Not DIM-1) folder in my save. Did not affect anything other than reseting the end despite currently being inside. I also fell to the ground from a height (13-15 blocks) and received no fall damage.

The problem seems to be related to the current state of the dragon fight instead of being directly related to the dragon phase itself.
Can you attach it to your ticket ?
Attached is the unmodified 1.8 level.dat file that goes with the original report, from 28 January. File name is 5116735402577285868-level.dat. This is why everyone should keep backups, they are so useful sometimes.
Maybe a bug, here's how to fix it:
If cheats aren't available, then open a LAN world (in the pause menu) and turn cheats on.
Then, run this command:
He should be moving again. It may have turned the dragon phase to 10 (Not moving, default manual summon). If not, try this:
If he's STILL not moving, it's either broken, lagged, or not completely loaded/in a loaded chunk.
