When placing a block on a fence block the placement will make no sound.

When placing the block if you hold shift or your sneak key the sound will return. To recreate this bug follow the following sequence:
1. place a fence block of your choice.
2. place any block against the fence and observe.
3. Next try replacing the block while sneaking and observe.
