[MC-98883] This Chunk glitch used to not exist on my computer, unless 16 or more.

I don't know what caused this issue/bug, but before in the 1.8.9, 1.8.8 versions, i was ok. After i downloaded 1.9, Things got crazy, and even at the lowest chunk rate, 2, my minecraft went crazy! Every. Single. World was effected, even all my servers are , too! What Do I Do? Help!

The issue is with my chunk system. Every time i tried, and i lowered my chunk to the lowest possible, which is 2, and it still freaks out.
