Skeletons, Guardians, and Shulkers unable to attack from boat.

When a Shulker, Skeleton, Guardian are in boats they are unable to attack. The Shulker and Skeletons try to attack when you walk around the boat. (they do their attack animations but it seems to keep getting reset)

How to replicate: Summon a boat with the mob in it.

/summon Boat ~ ~1 ~ {Type:"oak",Passengers:[{id:"Skeleton"}]}
/summon Boat ~ ~1 ~ {Type:"oak",Passengers:[{id:"Shulker",AttachFace:0}]}
/summon Boat ~ ~1 ~ {Type:"oak",Passengers:[{id:"Guardian"}]}

Then walk around the boat in survival and watch them try to attack you.
