[MC-96322] Shulkers are unable to attack from boat

Shulker can't properly attack on the boat.
Shulker bullet hit the another shulker or floor.
When shulker rode on other entities, the bullet shooting port should be changed to the top of the head.

Shulker bullets will not hurt the boat / minecart / mobs they ride now.

It still doesn't properly attack on the boat. Though the shulker opens properly, it's bullets hit the boat; if there are 2 shulkers, the first shulker (in the front of the boat) can hit the second one, but not vice versa.

I am able to reproduce this issue in 20w51a, however I am unable to reproduce it in 21w03a, therefore, it has been fixed in 21w03a.
