[MC-99565] FPS drop with glowing effect.

Using Spectral Arrows seems to cause a drop in FPS, by about 20 in my experience.

Can confirm this issue in numbers (drops down from 120 to 60), however, this is the cause of the effect itself being is it is, and unless this feature is being majorly downgraded, this will not be fixable.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) to this ticket.
