[MC-99687] Lightning cause clouds to turn black at night when it is not raining

Lightning causes clouds to turn black at night when it is not raining. I am in a plains biome.
Also, when I travel high enough without even reaching the clouds in a void superflat world the lightning just disappears.

Is this still an issue in the latest snapshot 16w44a? If so please update the affected versions.
