When Swimming with an elytra and jumping player doesn't go back to normal position

I was testing the elytra because I was just bored. When I landed into water I wanted to jump out onto a wall of the cliff when my player had the same position while jumping but I was supposed to go back to the normal position. But I had to jump on a block just so I can get out. By the way I was not placed wrongly after jumping on a block. PS How can I become a Bug Tracker Moderator so I can Help Minecraft to have less bugs. And I almost forgot the directions

1. Use this command to tp you high up /tp @p ~ ~250 ~ By The way I used this so I can go to the maximum height for building.

2. Go into the NORMAL elytra position when you are gliding

3. Find water and land into it (Make sure its a cliff face.

4.jump when you are in front of the block in the water

5. You will see what is in the pictures
