unusable artifacts

I have 3 artifacts: turtle master’s mandolin, grindstone, and death cap mushroom. after using the grindstone and death cap around 4-6 times, they do not work. when you move their artifact slot location (example: moving grindstone from slot 3 to slot 2) they work again, but they stop working after a few uses. when I tried to use the grindstone and death cap mushroom, the slot blinks red like I do not have enough souls or it is on cooldown.
