Bottomless Brew Enchantment Unavaliable in enchantsmith options, despite existing in collectibles

I noticed that after I picked up the Bottomless Brew enchantment book, it came up in the Collectibles menu with no issues. However, when I tried to enchant my helmet (I bevieve it's an armor enchantment) with it, or any weapon, the enchantment does not show up anywhere.

Expected Results:

The Bottomless Brew enchantment should be applicable to your gear (guessing that it is an armor enchantment)

Actual Results:

The enchantment is not avaliable to use despite being able to be seen in the enchantments section of the Collectibles menu.

Steps to Reproduce

1. Explore the various rifts or dungeons where enchantment books are found until you come upon the Bottomless Brew book

2. After picking it up, check the Collectibles menu to ensure you have it

3. Go to the enchantsmith with an unenchanted armor or weapon (melee or ranged), or use them to disenchant said gear.

4. Try to find the Bottomless Brew enchantment as one of the options on that gear or weapon piece
