Durring installation of "Minecraft Luncher" / Minecraft Updater - it gets stuck at the end with pop-up "Unable to update the Minecraft Runtime Environment"
please check a report file (probably because it appeared on the disk on error)

What does your launcher_log.txt under %APPDATA%\.minecraft\ say?
My launcher log said the following:
"Update failed for: LICENSE, Error: The system cannot move the file to a different disk drive."
workaround: Since my Minecraft launcher was installed on drive "D", i could work around the problem by moving my Minecraft installation (the folder where Minecraft(Launcher).exe is located) to my System drive "C" (in my case). The launcher then proceeded the update process without problems.
I think the problem is related to the (updated) Launcher Bootstrap,
because previously my launcher could always update without problems.
But on the other hand, it's PistonUpdate.cpp(403) that throws the error.
Hopefully a fix will be issued soon.
Yes, there's an issue if Java is not installed on the same drive that the launcher is on. See MCL-12229.

so that we can diagnose whether that's what your issue is.

I am having the same problem and have a few more details:
You definitely cannot install anywhere other than the default C: Minecraft directory. Very annoying.
It is NOT a matter of having a JDK installed in a different drive. I installed a 2nd copy of the JDK and JRE on my D: drive and Minecraft still would not start.
Installing in the default directory does work... up to a point. I noticed that the default version from the mojang site is 1.13.2. But the server I normally use indicated it is using 1.14.4. Worse, I cannot find any information on the mojang site about what the current version is!!!
I am sorry to say, but I would not have expected such rookie design flaws in a game as mature as Minecraft.
I've edited MCL-12229. Please add any information about that issue to that ticket, if you have any.
This ticket might becompletely unrelated to the issue that you have.
